Richard Keck Richard Keck practices in the area of corporate and business law. He has experience in mergers and acquisitions, commercial transactions, regulated industries, tax, securities, and antitrust. Mr. Keck also has extensive experience in telecommunications law and policy, information technology, outsourcing, electronic commerce, intellectual property, privacy and information security. He has counseled clients in various industries, including telecommunications, cable television, broadband, technology, software, energy, financial services, insurance, airline, manufacturing, distribution and retail. As a sector specialist, Mr. Keck’s practice has a global reach. Born and raised in Edinburgh, Scotland, Rory Macmillan is a founding partner of Macmillan Keck, general counsel for ETP and a member of the New York Bar. Prior to Macmillan Keck, Rory practised law in New York and London for ten years with leading New York law firm Debevoise & Plimpton. Mr. Lie has had more than 10 years of experience in advising governments and private companies on the legal and regulatory elements of sector reform. Since joining ETP in 2008, he has worked on legal and regulatory advisory projects in wide range of developing countries, including Sudan, Solomon Islands, Fiji, Thailand and Lebanon. These projects involved a range of responsibilities including the drafting of national telecoms legislation and regulations, the development of national ICT strategies and the conceptualization of broadband and other initiatives. While working in the Regulatory Reform Unit of the International Telecommunications Union (ITU) from 2002 to 2006, Mr. Lie conducted extensive studies on issues that included market liberalization, privatization, licensing, interconnection, competition policy, spectrum management, universal service and the establishment of regulatory institutions. Prior to the ITU, Mr. Lie worked for Singapore’s ICT regulator where he was involved in negotiations with the US Trade Representative’s Office over the Telecommunications Chapter of the Singapore-US Free Trade Agreement. |
